Whether it is a board result, a university transcript or a job form asking for your percentage, the calculation is the same.
The formula
Percentage = marks obtained ÷ total marks × 100

Rounding
Most forms ask for two decimal places. Keep the full number while you calculate and round only at the end, otherwise small errors add up.
Two other everyday percentages
A percent of a number: multiply the number by the percent and divide by 100. A 15% discount on 2,400 is 2,400 × 15 ÷ 100 = 360.
Percentage change: subtract the old value from the new one, divide by the old value and multiply by 100. A salary that rises from 50,000 to 60,000 has gone up by 20%.
Converting a CGPA
Each university sets its own rule for turning a CGPA into a percentage, so there is no single formula that works everywhere. Check your university's transcript or website for the method it uses.
